Melt the jaggery in 1 cup of water till it reaches the string consistency that is ,if you take the syrup with a spoon and pour it down it should fall like a string. You can also test it by pouring a drop of syrup into a glass of water .It should not dissolve.Instead it should settle down at the bottom of the glass. Add cardamom to the syrup and mix again. Combine this syrup with the powdered rice , poppy seeds and mix well to make dough. Cover it and leave it for about 8 hours. Make a ball out of the dough on a plastic sheet and flatten it by hand. Fry in oil until it becomes golden brown on both sides.
